Purpose
This policy promotes and ensures the safety of all occupants in Ministry vehicles by mandating seat belts. Proper seat belt use significantly reduces the risk of injury or death in an accident. This policy reinforces the importance of seat belt use as part of the Ministry’s commitment to safety and compliance with vehicular safety laws.

Scope
This policy applies to all drivers and passengers in any vehicle owned, leased, or operated by the Ministry. It outlines the responsibilities of both drivers and passengers regarding seat belt usage and the importance of seat belts in ensuring vehicular safety.

Definition
Seat Belt: A strap designed to fasten a vehicle occupant to their seat, preventing them from being ejected or thrown within the vehicle during sudden stops or accidents.
Occupant: Any individual inside the vehicle, including the driver and passengers, regardless of where they are seated.

Policy Statement
Mandatory Use of Seat Belts
Children and Pregnant Women:
Seat belts are mandatory for children and pregnant women in Ministry vehicles to ensure their safety during travel. Appropriate child safety seats should also be used for children when necessary.
Other Passengers: While the Ministry highly encourages all passengers to wear seat belts for their protection, it is not mandatory for adult passengers who are not pregnant or responsible for children.

Driver's Responsibility
- The driver is responsible for ensuring that children and pregnant women comply with this policy by fastening their seat belts or securing child safety seats correctly.
- The driver should inspect the seat belts for proper function before each trip and immediately report any issues to the Transport Officer or relevant authorities.

Importance of Seat Belts
Life-Saving Device:
Seat belts prevent the driver and passengers from being thrown from the vehicle during a collision or sudden stop.
Collaborates with Airbags: Seat belts work with airbags to maximize occupant protection in case of an accident.
Legal Requirement: In most regions, wearing seat belts is legal. Failure to comply may result in fines or legal consequences.
Protects Children: Seat belts and appropriate child safety seats ensure children are properly restrained and protected.
Protection for Pregnant Women: Seat belts, when worn correctly, provide the most effective protection for pregnant women, securing both the mother and unborn child during travel.

Compliance and Enforcement
- Drivers who fail to ensure that children and pregnant women use seat belts properly will get corrective actions for a serious offense, including suspension, termination, demotion, or other actions deemed fit by the Transport Officer.
- Passengers who refuse to comply with the seat belt rules may be denied the right to travel in Ministry vehicles or face other consequences.

Exceptions
- Exemptions may apply to individuals, including pregnant women, with a valid medical reason for not wearing a seat belt, as certified by the campus doctor. The driver must be informed of any such exemptions before travel.
