Purpose:
To regulate drivers' use of sirens to ensure they are used appropriately, safely, and in compliance with legal and Ministry standards. By establishing clear guidelines for when and how to use sirens, the policy helps protect public safety, maintain order on the roads, and uphold the organization's integrity.
Scope:
This Policy applies to all drivers operating vehicles equipped with sirens under the Ministry's authority, including emergency, service, and support vehicles. The policy governs the appropriate use, activation, and deactivation of sirens in various situations, such as emergencies, traffic management, and other operational activities. It is applicable during all working hours, including when drivers are on duty, responding to incidents, or performing any job-related tasks.
Types of Movement
Casual Movement
Definition: Unofficial movements, such as grocery shopping or running personal errands.
Siren Usage: Sirens should not be used during casual movements. Drivers must observe all traffic signals and laws as they would in a personal vehicle.
Guidance: A siren is strictly prohibited during casual movements, as these are not time-sensitive or official.
Official Movement
Definition: Movements related to official meetings, tasks, or assignments.
Siren Usage: Sirens should generally not be used for official meetings and tasks. However, Siren Horns may be utilized during official movements to signal presence or manage traffic in complex situations. Full sirens should only be used in extreme and obvious cases where the situation demands it, not based on the driver's judgment.
Guidance: Drivers must exercise caution and consider the environment before using siren horns, ensuring their use is justified and minimally disruptive.
Emergency Movement
Definition: Movements that involve urgent situations, such as medical emergencies, safety concerns, or other critical incidents.
Siren Usage: Sirens should be activated from departure until the destination is reached. During emergency movements, the situation's urgency allows for the non-observance of traffic lights and other standard traffic regulations to ensure a swift response.
Guidance: Sirens must be used in emergencies to alert other road users and hasten the journey. Drivers should prioritize safety while ensuring the quickest possible arrival at the destination.
Long Trips/Travels
Definition: Extended road trips, such as traveling between cities or regions (e.g., to Abuja).
Siren Usage: Sirens may be used at the officer's discretion in the vehicle, particularly when navigating challenging or potentially unsafe areas. Drivers should assess road safety and make informed decisions about using sirens when approaching or passing through checkpoints.
Guidance: The use of sirens on long trips should be strategic. It should ensure safety and smooth travel without causing undue alarm or disruption to other road users.
