Proper Use of Ministry Vehicle and Heavy Machinery Policy
 
Purpose:
This policy establishes guidelines and requirements for the proper use, operation, and maintenance of vehicles and heavy machinery owned or leased by the Ministry. It aims to ensure the safety of personnel, protect Ministry assets, maintain compliance with applicable laws and regulations, and promote responsible stewardship of Ministry resources. This policy also serves to minimize liability risks and establish clear accountability for vehicle and machinery usage. 
 
Scope:
This policy applies to all authorized personnel who operate Ministry-owned or leased vehicles and heavy machinery for official business purposes. For vehicles, only Ministry Insured Drivers are permitted to operate them. For heavy machinery, authorized operators must meet specific certification and training requirements. The policy encompasses all types of vehicles in the Ministry fleet, including passenger cars, vans, trucks, specialized vehicles, and heavy machinery such as forklifts, tractors, excavators, and other industrial equipment.

Policy:

Ministry Insured Drivers (Vehicle Operation):
Operation of Ministry vehicles is restricted exclusively to Ministry Insured Drivers. Only individuals specifically listed and approved as Ministry Insured Drivers are permitted to operate Ministry vehicles. To become a Ministry Insured Driver, individuals must complete the Ministry's insurance enrollment process, submit required documentation, and receive formal approval. The operation of any Ministry vehicle by non-insured personnel is prohibited and constitutes a policy violation. The Ministry maintains a current roster of insured drivers, which is reviewed and updated regularly.

Heavy Machinery Operation: 
Operators of heavy machinery must possess relevant certifications and demonstrate competency through practical assessments. Authorization to operate heavy machinery is based on proper certification, training completion, and demonstrated proficiency. The Ministry maintains records of all qualified machinery operators and their specific authorizations. Regular performance evaluations and safety reviews are conducted to ensure continued competency.

Authorization and Eligibility:
For vehicles, Ministry Insured Drivers must possess a valid driver's license appropriate for the vehicle class and be at least 21 years of age with a minimum of three years of driving experience. For heavy machinery, operators must meet age requirements specific to each equipment type and possess valid certifications. All operators must submit to background checks and complete the Ministry's safety training programs specific to their operating category.
 

Vehicle and Machinery Use Guidelines:
Ministry vehicles and machinery shall be used exclusively for official business purposes. Personal use is prohibited unless specifically authorized in writing by leadership. Authorized operators must comply with all applicable safety regulations, practice proper operational techniques, and exercise good judgment at all times. Smoking, consumption of alcoholic beverages, or use of illegal substances while operating Ministry equipment is forbidden. Operators must not use mobile devices while operating vehicles or machinery unless they use approved hands-free technology.

Safety and Maintenance:
Operators are responsible for conducting thorough safety inspections before and after use, including checking mechanical components, fluid levels, and general condition. For heavy machinery, detailed pre-operation checklists must be completed and documented. Any mechanical issues, damage, or safety concerns must be reported immediately to the Fleet and Equipment Management Department. Regular maintenance schedules must be followed, and all equipment must be kept clean and in proper working order.

Fuel and Expense Management:
Operators must use Ministry-approved fuel cards for all fuel purchases and maintain detailed records of usage hours, mileage, and fuel consumption. All fuel receipts and maintenance expenses must be submitted according to the established Ministry Credit Card Use Policy

Insurance and Liability:
Ministry vehicles are covered under Ignition633 Ministry insurance policy only when operated by Ministry Insured Drivers. Heavy machinery is covered under separate equipment insurance policies. Operators may be personally liable for damage resulting from unauthorized use or gross negligence. All incidents must be immediately reported following established procedures. Cooperation with insurance investigations and claims processes is mandatory.

Violations and Enforcement: 
Failure to comply with this policy may result in disciplinary action, including suspension of operating privileges, corrective action and/or termination of employment. Violations, fines, and penalties incurred while operating Ministry equipment are the personal responsibility of the operator. The Ministry reserves the right to conduct periodic audits of equipment usage and operator compliance with this policy.
